Abstract

Nowadays, almost no organization operates without the use of IT.  While enjoying the benefits brought by IT, one should also pay attention to the accompanying vulnerabilities which may ultimately tarnish an organization's reputation if not properly managed.  The presentation will look at some IT-related corruption cases and malpractice, and how, in addition to plugging the loopholes in the IT processes, IT can actually be used to help the organization prevent or detect malpractice and enhance internal control.

Biography

Joe Lee has been working in the Corruption Prevention Department of the ICAC for 17 years. He is at present Head of the Department’s Advisory Services Group (ASG), which is responsible for advising private sector companies/organizations on ways to prevent corruption and occupational fraud, through providing tailored advisory services, publications and talks.  Joe has been involved in some 80 corruption prevention audits of various processes of government departments, public bodies and private corporations, and some of the audits touched upon the IT processes and the associated risks of abuse and corruption.  With a first degree in Computer Science, Joe also has an MBA and Master Degree in Corporation Governance.  Joe is also a CISA, CIA, CFE, and Member of HKCS.

Note - Clean Election

"In view of the upcoming Dirstrict Council Election and the Election Committee Subsector Elections to be held later this year, arrangement will be made during the seminar for an ICAC representative to brief participants on the spirit and major provisions of the Elections (Corrupt and Illegal Conduct) Ordinance to heighten participants' awareness to the points-to-note as voters."
